The Committee on Health and Human Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 2530—A Bill to amend the Code of West Virginia, 1931, as amended by adding thereto a new article, designated §16-54-1, §16-54-2, and §16-54-3, all relating to regulation of recovery residences; providing voluntary certification procedures; providing voluntary inspection standards; providing requirements for the referral of persons; providing criminal penalties and fines; permitting rulemaking; and providing for the payment of state funds to recovery residences.
